為協助本縣低收入及中低收入等弱勢族群排除就醫障礙、安心接受醫療照護，金門縣政府爭取衛生福利部補助，辦理「115年度公益彩券回饋金排除就醫障礙計畫」。補助對象為設籍金門縣之低收入戶及中低收入戶縣民，申請期間自115年1月1日起至12月15日止，或經費用罄即停止受理。
本計畫由金門縣衛生局執行，符合資格者每人每年補助上限為新臺幣3萬元，補助項目包括健保部分負擔、住院膳食費、救護車費用及掛號費等，協助減輕民眾就醫經濟壓力，確保弱勢族群醫療權益。
補助內容說明如下：一、健保部分負擔，指健保在保者就醫時，由健保特約醫療院所代收之自付費用，包含門診、急診及住院部分負擔。二、住院膳食費，為住院期間健保不予給付之膳食費用。三、救護車費用，病患因緊急狀況就醫、院間轉診或強制就醫所產生之救護車費用（含隨車救護人員費用），每人每年補助上限為6,000元。四、掛號費，指健保不給付之門診、急診及住院掛號費用。
各項補助費用合計每人每年以3萬元為上限，補助以當年度實際發生之醫療費用為準；若已申請其他同性質或相關補助者，則不予重複補助。
