金門縣政府於春節前召開114年第1次縣務會議，由縣長陳福海主持。陳福海感謝縣府團隊過去兩年的努力，並指出未來兩年是施政加速的關鍵期，形容推動縣政必須「一天當兩天用」，全力衝刺各項建設，在剩餘任期內為金門奠定更穩固的發展基礎，創造更多公共福祉，同時也提前祝福鄉親與同仁春節平安順利。
陳福海強調縣務會議與主管會報的重要性，邀集各單位主管與副主管共同與會，並指出「副主管也是主管」，期盼藉由實際參與培養中堅幹部，建立穩健制度；同時也請各鄉鎮長踴躍出席，強化縣府與地方的協調合作。他回顧回任縣長初期面臨縣庫財政壓力，各單位重新盤整施政優先順序，使財政逐步回穩，未來也將持續健全財政結構，支撐各項建設推動。
會中針對烈嶼國中校園整體規劃、重大工程管線整合、道路建設、防洪改善及觀光發展等議題進行討論。陳福海指示各單位在工程動工前即完成跨機關協調，避免重複施工；並要求超前部署道路建設，確保新旅運中心啟用前交通順暢。此外，他也提出「處處有亮點」的觀光策略，結合體育賽事、地方產業與行銷資源，帶動整體觀光與經濟發展。
陳福海最後以「自我觀照、反求諸己；自我更新、不斷淨化；自我實踐、不向外求；自我離相、不計內外」勉勵縣府團隊，期許同仁持續精進自我、攜手合作，在任期內為金門各鄉鎮留下具代表性的建設成果。
