「鄭習會」後由中共中央台辦宣布10項具體的兩岸惠台措施引發關注，其中攸關金馬地區的「新四通」議題於金門地區備受討論。金門縣副縣長李文良表示，目前僅「通水」已實際運作多年，其餘如通橋、通電、通氣仍待審慎評估，並須中央同意推動。

李文良指出，金門自大陸引水已近10年，對地方民生用水帶來實質幫助，尤其在過去遭遇嚴重乾旱的期間，確實有效緩解地區用水的壓力，對在地居民生活影響深遠。他強調，通水經驗顯示出基礎建設對離島發展的重要性。
