內政部消防署主辦的「114年全國鳳凰獎」表揚活動日前於臺北隆重舉行，金門縣消防局金湖分隊隊員黃志中及義消金東救生分隊幹事黃逸祥，分別榮獲「消防楷模」與「義消楷模」殊榮，於115年1月13日赴台接受中央表揚，展現長期深耕救災救護工作的豐碩成果。

表揚活動包括晉見總統與頒獎典禮兩大行程。上午9時30分，黃志中與黃逸祥在內政部長劉世芳及消防署署長蕭煥章陪同下，晉見總統賴清德。總統肯定消防及義消人員長期堅守崗位，守護人民生命財產安全，並勉勵持續精進專業、強化團隊合作。下午1時30分，於臺北花園大酒店舉行頒獎典禮，由行政院長卓榮泰、內政部長劉世芳及政務次長馬士元親自頒獎，金門縣消防局局長呂英華及義消總隊總隊長顏章團陪同兩位楷模出席，共同分享榮耀時刻。

黃志中自民國101年加入消防體系，服務至今已有13年，長期堅守第一線，具備豐富實務經驗與高度專業能力。過去勤務中，他曾運用高級救命術成功搶救同仁生命，並在夜間海域救援、住宅火警及多起OHCA急救案件中，以冷靜判斷和精準處置挽救多位民眾生命，堪稱消防團隊中堅力量。

黃逸祥自民國94年加入金東救生分隊，服務逾20年，協勤時數超過2,200小時。多年來，他在各類災害發生時總是第一時間趕赴現場，從溺水救援、失蹤協尋到火場後勤支援無所不至；曾於溪邊救溺事件中成功搶救溺水男子，並運用無人機協助搜索走失女子，展現義消幹部無私奉獻精神。

消防局長呂英華表示，消防與義消工作充滿挑戰，黃志中與黃逸祥能於全國眾多優秀人員中脫穎而出，實屬不易。他勉勵全體同仁以兩位楷模為榜樣，持續提升救災救護能量，精進科技應用與跨單位協作，為金門打造更安全、安心、幸福的生活環境。

為方便鄉親順利返鄉過年，金門縣政府積極協調春節運能，第3波加班機訂位將於115年1月19日（星期一）上午9時統一開放。

115年春節連假共9天，縣府先前透過第2波加班機訂位，針對未訂妥機位的鄉親進行需求調查。1月14日，觀光處許處長績鑫代表陳福海縣長，親赴民航局及各航空公司協調第3波加班機事宜。統計顯示，1月7日至1月13日登記需求以臺北－金門航線為主；因前兩波班機及正班機多數運能已釋出，縣府協調航空公司保障各航班搭載人數後，成功調度出本波加班機。

第3波加班機計劃加開北金雙向尖峰時段36架次及中金來回班機4架次，共提供4,454個座位。由於機位有限，鄉親須有短時間內即被訂滿的心理準備。縣府將依實際需求，持續與航空公司協商，爭取加開班機，確保民眾順利返鄉。

縣府提醒，完成訂位後請於3日內完成開票，以免訂位遭航空公司取消。本次第3波加班機機票與前兩波規定相同：尖峰時段票（115年2月13日至18日臺灣出發往金門，2月18日至23日金門出發往臺灣）均加註「限當日當班次有效」、「至遲於航班起飛前辦理退票」及「逾期作廢」，避免重複訂位影響多數旅客權益。

此外，縣府再次提醒民眾務必事先訂妥機位，搭機當日請提早至機場報到，並備妥身分證件，以確保順利搭乘。

金門縣消防局於115年1月14日辦理「114年度公職人員財產申報實質審查公開抽籤」作業，由局長呂英華親自主持。依據法務部規定，申報義務人需抽查10％比例，在該局4名申報人中抽出1人接受實質審查，並同時比對前後年度申報資料，以檢視有無申報不實、財產異常增減或來源不明等情形。

抽籤結果由局長呂英華親自抽出「本人」中籤，這也是局長連續第二年接受實質審查。現場主管打趣表示：「局長連續親手抽中自己，實屬難得。」此舉充分展現首長以身作則，也彰顯消防局已將陽光法案的透明、公正與公開落實。

呂局長指出，公職人員財產申報法是政府陽光法案的重要環節，旨在透過全民監督，要求特定職務公職人員提供個人、配偶及未成年子女財務狀況，樹立清廉形象，提升民眾對政府施政的信賴。此舉亦與縣長陳福海提出的「公開透明、廉潔自持及廉能治理」施政願景相呼應。

政風室表示，依《公職人員財產申報資料審核及查閱辦法》第11條規定，所屬機關首長財產申報資料由上級政風機關查核，本次中籤局長將依規函報縣政府政風處進行審查。此外，法務部近年推廣「網路授權介接財產資料」及「網路申報財產」措施，在政風室宣導下，消防局114年度網路授權及申報比例均達100％，不僅減輕查詢負擔，也有效降低因申報錯誤受罰風險，實現陽光法案零裁罰目標。

配合《地方制度法》第56條修正，金門縣政府自115年1月16日起新增副縣長與副秘書長各1人，以因應縣政業務日益繁複及公眾需求多元化，提升施政效能與各局處協調管道。縣府已完成組織自治條例及編制表修正，並同步辦理人事布達交接。

本次新增副縣長由陳祥麟出任，現年63歲，曾歷任警察局各級職務、行政處處長、建設處處長及秘書長等職；副秘書長由李廣榮擔任，現年60歲，曾任農業試驗所所長、建設處副處長及環境保護局局長等職務。另民政處處長由陳國興接任，衛生局局長由李金治出任，採購招標所所長由方小萍接任。

新任首長布達典禮將於115年1月16日舉行，分別在衛生局與採購招標所辦理。同時，原民政處處長許慧婷及綜合發展處處長魏志成調任參議，原採購招標所所長翁秝蓁屆齡退休，相關代理人員亦已安排到位，以確保縣府運作順暢。

消防局救災救護指揮中心15日上午10時39分接獲報案，指稱金寧鄉大學路附近發生雜草火災，指揮中心隨即派遣金寧分隊消防車2輛、消防人員6名前往搶救。在消防人員全力搶救下，火勢迅速獲得控制，所幸無人員傷亡及財物損失。

消防局說明，在救災人員抵達時，發現現場為大面積雜草燃燒，由於近日風勢強勁，加上現場雜草茂密，火勢有擴大蔓延的風險。為防止延燒，現場指揮官金寧分隊小隊長許政勤立即指示所屬部署水線，迅速截斷火勢蔓延路徑，並在確保水源供給無虞的情況下進行滅火搶救。整起火災在優勢消防力及正確部署下，火勢迅速獲得控制。初估燃燒面積約為三百平方公尺，所幸未造成任何人員傷亡及財物損失。

國立金門高級農工職業學校養殖科15日下午13時在學校開賣學生養的加州鱸魚，在池子內游動自如，「尚青ㄟ」鱸魚無論是清蒸、燉湯都相當好吃，開賣不到10分鐘，600多尾全數賣光，還要同學再去「補魚」。金門農工對外販售養殖漁產品已有10多年歷史，是全台少數高職養殖科，實際將學生自行養殖的魚隻對外販售的學校。學校表示，把學生們最美味的成果呈現回饋給鄉親們，同時漁貨出售收入也將作為本科同學的獎勵金。

回兆年表示，販售次數一年約2到3次，希望讓學生有機會將實習成果呈現給鄉親，同時促進大家對養殖科的認識。他也分享，這些鱸魚魚肉鮮美，是因為學校在販售前三天會將養殖池全面換成清水並停止餵食，讓魚隻排除未消化物，以及飼料味跟土味，魚肉就可以保留最純淨的口感，無論清蒸或燉湯，都能呈現鮮甜好滋味。

農曆年節將近，金門多處道路工程仍持續施工，引發民眾高度不滿與安全疑慮。近期不少鄉親反映，重要幹道與城區道路同時修繕，卻缺乏完善的交通疏導與警示措施，不僅造成交通壅塞，更讓返鄉過年與日常通行風險大增，民眾對縣府工程時程與整體規劃提出嚴正譴責。

有民眾指出，縣府一方面大力宣傳交通建設成果，另一方面卻在節前關鍵時刻「遍地開挖」，多條道路施工未完工，夜間照明不足、標線不清，對長者、機車族及外地返鄉民眾形成潛在危險，「說是要安全上路，實際卻讓人提心吊膽」。

冬日泳池邊，蒸騰的熱氣伴隨規律划水聲，是金門孩子追夢的節奏。由金門縣戶外教育與海洋教育中心（以下簡稱戶海中心）推動的「海洋休閒體驗游泳培訓計畫」，在邁入第二年之際傳來捷報！來自離島的泳將們，日前在高雄舉行的「115年全國南區游泳錦標賽」中，以亮眼成績驚豔全場。

賽場上，金城國中樊天順同學首次挑戰200公尺仰式，在13-14歲組決賽中奮力拼搏，最終以第六名完賽，刷新個人生涯最佳紀錄。中正國小倪恩修小將也表現搶眼，多個項目成功達標，取得「全國小學游泳錦標賽」入場資格，展現金門小將在專業培訓下的不凡實力。

這份榮耀背後，是無數個放學後的黃昏與夜晚。培訓計畫由戶海中心張廣順老師統籌，顏呈洋教練與葉炳煙校長組成教練團隊，並協調縣立體育場游泳池作為穩定訓練基地。兩年來，教練們寒暑無休，從嚴格姿勢調整到瓶頸期的鼓勵，無償投入時間與心力，培育出熱愛水域運動的孩子們。

戶海中心召集人謝志偉校長表示，看著孩子們在水中自信揮灑，就是教育最美的風景。他指出，金門是大海的孩子，中心推動的海洋教育不僅強調防溺，更鼓勵親海體驗。從水域自救課程、獨木舟、SUP立槳、OP帆船到潮間帶生態探索，戶海中心編織出豐富的海洋學習網。

謝校長強調，「游泳培訓不只是競技，更是毅力的修煉。」樊天順與倪恩修的全國賽場突破，不僅激勵更多金門學子投身水域活動，也彰顯戶海中心在培育「海洋之子」上的成果。未來，中心將繼續乘風破浪，引領孩子們在廣闊海洋世界探索無限可能。

12月初發生大陸偷渡客闖入金門案件，引發外界關注岸際監控是否出現漏洞。據了解，1名大陸偷渡客搭乘動力小船，於凌晨時分自海上靠近金門，並在田埔水庫一帶沙灘成功上岸，之後在島上活動長達2至3日，後續岸巡隊循線追緝將人逮捕歸案。

由於岸際已設置紅外線熱成像儀等監控設備，卻仍未能即時發現並攔阻偷渡行為，引發外界質疑相關設備是否存在死角。對此，岸巡隊表示，科技設備受岸際天候及海象影響，為補足岸海監控能量，海巡建構科技設備、守望及巡邏等三道監偵幕綿密監控網絡，並規劃「岸海監偵系統建置計畫」，持續積極爭取預算建置「紅外線熱影像系統」、「環島智慧型監控系統」及各式無人機等設備，納入AI智慧預警及主動識別科技，提升岸海監控效能，以期完整涵蓋偵蒐監控熱區，有效應對中共日益嚴峻的灰帶襲擾。
