榮獲本縣114年模範公務人員的消防局副大隊長戴紹恩，同時也代表縣府推薦參加行政院全國模範公務人員甄選，經行政院初審與複審兩階段審查後，從眾多優秀公務人員中脫穎而出，榮獲「行政院模範公務人員」殊榮，將於114年12月3日接受行政院長卓榮泰親自頒獎表揚。

戴紹恩為中央警察大學消防科學研究所碩士、國立清華大學教育學博士，92年畢業後即返回家鄉服務，自基層消防隊員一路歷練至科員、分隊長、副大隊長等職務，從事消防工作已屆二十二年，期間無怨無悔奉獻付出。歷年搶救重大災害及冒險犯難救助人命，成功挽救21位民眾寶貴生命；此外，他在消防工作革新推行及承辦業務上成績卓越，負責行政院及內政部災害防救業務專案規劃與執行，締造縣政史上首見的全國性防災評比「雙料特優」紀錄，累計獲縣府大功獎勵7次。
