為全面強化本縣消防救災能量，提升各級消防人員面對突發火災的應變與協同作戰能力，消防局日前舉行「無腳本火災搶救演練」。此次演練由第一大隊及所屬分隊共同籌劃，打破過往預先劇本設計，採取高度擬真的「無腳本」實兵模式，全面考驗指揮官與搶救人員在高度不確定性情境下的即時反應能力。演練共出動消防車輛7輛、參演人員16人，展現守護金門居民生命財產安全的堅定決心。
演練假定一棟四層建築物三樓發生火災，內部有人受困。情境官依現場處置狀況隨機下達突發任務，挑戰參演人員臨場應變韌性。演練分為三大主題：指揮安全管制、內部火災搶救、外部後勤支援。
在「指揮安全管制」環節中，指揮官抵達現場後依想定情況指派任務小組進場，並指定安全官負責人員安全管控，以提升指揮調度與風險管理能力。
「內部火災搶救」部分，搜救人員穿戴全套防護裝備後分梯次進入火場執行人命搜救與滅火任務。為增加演練難度，情境官隨機下達「受困人員方位不明」、「水線中斷」、「面罩漏氣」及「無線電通訊故障」等突發狀況，考驗隊員團隊默契與戰術執行力。
演練亮點之一為完善的後勤支援系統。警消人員搭配義消及鳳凰志工，在火場外設置「REHAB後勤照護區」，配備生命徵象監測儀、降溫與保暖設備，以及充足水分與能量補給。搶救人員完成高強度工作後可立即進入照護區休息補給，並由志工協助評估體力恢復，有效預防熱衰竭及低溫等傷害，展現「消防志工與消防局攜手共進」的正向價值，構建完整消防作戰支援體系。
演練結束後，消防局隨即召開檢討會，進行災害管理與經驗分享，探討各組處置優劣。第一大隊大隊長董必文表示，火場瞬息萬變，更突顯臨場反應與分隊整合的重要性。本次無腳本演練不僅強化專業能力，更建立了一套兼顧安全、效率與戰力完整的救災模式。未來，消防局將持續推廣此類訓練制度，確保各分隊在各類災害中展現最高救援效能，全方位保護金門土地與民眾安全。
