針對農業部公布臺中市通報疑似非洲豬瘟案例，金門縣衛生局為維護市場秩序與民眾食的安全，已建立例行與機動並行的稽查機制，積極查核市售豬肉攤、豬肉製品與餐飲場所之肉品來源，並針對屠宰證明書、產地標示溯源管理，10月1日至23日累計查核46家次，皆符合規定。後續將依風險情勢與稽查結果，適時擴大抽驗與稽查，若有違規行為必定依法處辦，決不寬貸。

非洲豬瘟不是人畜共通傳染病，不會感染人類，請民眾不用恐慌，另依據世界動物衛生組織（WOAH）資料，非洲豬瘟病毒不耐高溫，加熱56℃70分鐘、60℃20分鐘後不活化，或加熱70℃立即不活化。呼籲民眾不要食用來路不明的肉品，只要購買來源清楚、符合規定的市售豬肉，即可放心食用。

衛生局會持續把關食品衛生與市場流通安全，若食品業者刻意使用病、斃死豬肉，或作為原料使用，最高可處新臺幣6萬元以上2億元以下罰鍰，切勿以身試法，並呼籲食品業者應確保肉品來源合法、標示清楚，民眾應選購信譽良好、包裝完整的產品，避免購買來路不明的豬肉或製品，共同守護食品安全。

縣府為加強為民服務、傾聽民瘼，將於114年10月31日（星期五）下午3時至4時30分於縣府大禮堂舉行「縣長與鄉親有約」活動，由縣長陳福海帶領縣府團隊聽取鄉親建言、受理陳情等，縣府秉持開放對話，務實推動政策，藉由貼近民眾實際需求，展現施政回應力與彈性，確保民意得以落實於施政之中，提供在地鄉親更好的服務品質。

按縣府規劃，活動當日派駐工作人員接待鄉親，自下午3時受理登記至4時止，請鄉親填具服務摘要後，依報到時間發給號碼牌，於初步了解案由後，依案件性質，引導陳情人至權責局(處)，由各該局(處)主管親自向陳情人解說，鄉親所提需求或需縣府協助處理之案件，將製成紀錄，現場除交換意見初步回應外，會後將由各業管單位，以公文書正式函復陳情人。另為減少民眾排隊等待時間，亦可事前於「金門縣政府民政處-業務專區-縣長與鄉親有約-服務摘要表件」下載使用。

金大日昨與縣衛生局合作「CPR+AED急救證照訓練」課程，吸引學生與周邊社區民眾參與，場面熱烈。(金門大學提供)

為強化校園與社區的緊急應變能力，國立金門大學身心健康中心攜手金門縣衛生局，日前於金大李永貞講堂舉辦「CPR+AED急救證照訓練」課程。活動分為上午校內師生場與下午社區場，吸引逾百人報名參加，顯示各界對急救知識的重視，也展現校園與地方合作共構安全網的實踐力。

本次訓練由金大協調衛生局安排專業講師授課，課程內容涵蓋心肺復甦術（CPR）、自動體外心臟電擊去顫器（AED）的操作要領，並介紹「正確按壓位置與節奏」及「異物哽塞處理」等實務技巧。現場學員分組進行實作演練，模擬真實情境，加強應對能力，課程氣氛專注熱烈，學習成效良好。

金大校長陳建民表示，健康與安全教育是全人教育的核心之一，學校將持續透過跨單位合作，深化急救教育，讓學生不僅獲得專業證照，更具備在突發情況中挺身而出的能力。他也強調，這類訓練有助於擴展校地連結，提升整體社區的緊急救護素養。

學務長董燊則指出，黃金急救時間短暫，平時養成正確技能至關重要。未來學校將持續與縣衛生局及各醫療單位合作，推動更多健康促進與防護課程，讓急救知識融入日常生活，共同打造更安全、健康且具韌性的金門生活環境。

為培養學生助人服務精神，增進衛生保健與特殊教育志工之專業知能，國立金門大學學務處於日前舉辦「114年度衛保志工訓練暨資源教室暨迎新活動」，共有校內衛保志工及資源教室志工近30名同學參加。

學務長董燊特別重視學生志工服務工作，特別親自出席活動，並對113（前）學年度表現績優的志工，頒發無償服務時數感謝狀，肯定學生一年來默默付出的服務精神與奉獻。隨後由衛生保健室資深志工學長姊帶領介紹衛保室醫療器材操作及換藥技巧，並進行實際示範，讓新進志工熟悉衛生安全觀念與實務流程，強化服務技能。

除專業訓練外，該項活動特別結合金門縣農會推動的地方文化與食農教育課程，安排參訪。上午全體成員前往金門知名文化古蹟—陳景蘭洋樓，透過導覽深入了解建築背後的歷史故事與金門僑鄉文化。下午則與金門縣農會合作，前往「小島良采有機菇場」，了解金門香菇產業發展，學習食材從培育到收成的過程，體驗在地農業的永續理念與創新經營模式。

金大校長陳建民博士特別肯定學務處身心健康中心，用這樣的方式來迎新，不僅讓志工們在學習中成長，更藉由文化及產業參訪，拓展視野、凝聚團隊向心力。學務長董燊則再次讚揚衛保志工的犧牲奉獻與持續付出，並表示，期盼透過此類活動，讓志工在助人服務的同時，也能深耕在地關懷，實踐健康、友善與共榮的校園精神。

榮獲本縣114年模範公務人員的消防局副大隊長戴紹恩，同時也代表縣府推薦參加行政院全國模範公務人員甄選，經行政院初審與複審兩階段審查後，從眾多優秀公務人員中脫穎而出，榮獲「行政院模範公務人員」殊榮，將於114年12月3日接受行政院長卓榮泰親自頒獎表揚。

戴紹恩為中央警察大學消防科學研究所碩士、國立清華大學教育學博士，92年畢業後即返回家鄉服務，自基層消防隊員一路歷練至科員、分隊長、副大隊長等職務，從事消防工作已屆二十二年，期間無怨無悔奉獻付出。歷年搶救重大災害及冒險犯難救助人命，成功挽救21位民眾寶貴生命；此外，他在消防工作革新推行及承辦業務上成績卓越，負責行政院及內政部災害防救業務專案規劃與執行，締造縣政史上首見的全國性防災評比「雙料特優」紀錄，累計獲縣府大功獎勵7次。

「金門行動旅服」是全國首創以PWA技術打造的智慧旅遊平台，旅客無需下載APP，只要開啟網頁，即可輕鬆查詢金門食、宿、遊、購、行等旅遊資訊。今年平台更導入「阿特AI智慧客服」，透過這項創新服務，讓旅遊諮詢更即時、更貼心。自109年上線以來，已累積超過1,600萬次瀏覽量，並串聯超過700家業者，提供一站式服務協助建置專頁與操作輔導，協助在地業者運用數位科技，打造更具吸引力的觀光品牌形象。

金門縣政府今（21）日上午於料羅港區五號碼頭辦理「114年海洋污染緊急應變實兵演練」，由海洋委員會海洋保育署指導、金門縣政府及台灣中油股份有限公司共同主辦、金門縣環境保護局與中油金馬行銷中心承辦，邀集金防部、第九海巡隊、第九岸巡隊、港務處、消防局、觀光處、港務消防隊水頭港分隊及港務警察金門港中隊等單位共同參演。

本次演練模擬金門地區受強烈東北季風影響，貨櫃掉落砸壞輸油管閥，導致柴油約10公秉外洩，並造成液鹼化學品洩漏。演練過程中，相關單位依程序即時啟動通報機制，港務處第一時間成立前進指揮所，環保局接手指揮指揮權後，指揮各單位投入應變，包括岸際吸油棉佈設、攔油索設置、油污回收、化學品圍堵、空氣污染偵檢及落海人員救援等，完整展現跨單位協同合作與現場應變效率。

金門縣衛生局於2025年10月15日接獲部立金門醫院通報2例疑似屈公病病例，經採檢送驗疾病管制署後，於10月17日檢驗報告結果為陽性，確定為境外移入屈公病確診個案。經疫調顯示，2名個案為本國籍50多歲同住家人，於10月初曾前往中國廣東省自由行，並於10月7日返金，10月9日起陸續出現發燒、關節痛及紅疹等症狀，研判於廣東省活動期間遭病媒蚊叮咬而感染。

針對近期本縣出現2例境外移入屈公病確診個案，提醒計畫前往中國廣東省或其他屈公病流行地區之民眾，務必於旅途中加強防蚊措施。建議穿著淺色長袖衣褲，並使用政府核可、含敵避（DEET）、派卡瑞丁（Picaridin）或伊默克（IR3535）成分之防蚊液，以降低遭病媒蚊叮咬的風險。

金門最具代表性的歷史建築地標-莒光樓，即將在夜間光影中展現炫麗耀眼風貌！金門縣政府觀光處及文化局攜手文化部所屬國立臺南生活美學館「藝術轉動社區計畫」，將於10月27日（星期一）晚間7點在莒光樓舉辦燈光成果發表會，邀請民眾以全新角度感受莒光樓與以往截然不同的夜色魅力。

國立台南生活美學館長黃瓊瑩表示，該館長期投入文化美學推廣，先前於7月份在莒光樓舉辦「建築發光的秘密-金門莒光樓燈光設計工作坊」，邀請燈光藝術家何仲昌擔任主講人。此次亦由何仲昌老師操刀，推動莒光樓整體光環境品質提升，展現公共美學與觀光發展的交集。

為迎接旅遊觀光潮，讓2026年金門觀光活動能發揮更好的行銷效果，縣府觀光處特別盤點年度活動，並於10月20日邀集中央駐金及地方等多個單位召開「2026年金門縣觀光活動研商會議」，以整合明年度觀光推廣重點及活動期程安排，並提供觀光產業業者盡早納入規劃、進行遊程包裝，招攬更多旅客來金觀光。

觀光處處長許績鑫表示，秉持陳福海縣長「友善金門、多元旅遊」的施政精神，針對2026年度具觀光性質活動進行整合，讓全年度活動時程有一個完整有序的呈現。縣府各局處、鄉鎮公所、金門國家公園管理處、台電公司等十多個單位，提出近50項的活動。除鼓勵鄉親參與活動，更希望能透過提前露出觀光活動行事曆，吸引遊客提早規劃觀光行程，以增加整體觀光效益。
