議長與副縣長率領議員及縣府各局處下鄉考察，首站前往司法大道周邊路口進行會勘。此次會勘主因為地方議員建議，自瓊安路新闢道路銜接玉環路與伯玉路，期望縮短往返機場的交通時間，提升整體交通效率。

由於瓊安路與環島北路呈平行走向，且周邊為西山重劃區範圍，議長洪允典建議，可於重劃區內規劃道路串聯，或選定約十公頃土地辦理市地重劃，以利開闢新道路。議員陳泱瑚則表示，應由工務處與地政局先盤點公私有土地現況，待評估可行路線後，再進一步研議推動方案。
