在金門烈嶼，一處名為 L44 的戰地據點，曾從閒置營區轉型為活化示範點。中央投入千萬經費整建，地方政府接手營運，設置步道與展示設施，一度對外開放。然而短短數年，卻因人力不足與缺乏營運機制，最終再度走向封存，讓這場活化計畫戛然而止。

這不只是單一據點的失敗，而是制度性的縮影。權責在國防、國家公園與地方之間流動，卻無人負責到底；政策重建設、輕營運，空間在完工之時就埋下失敗伏筆。當人潮退去、維管中斷，據點只能回到原點。L44 的故事揭示一個關鍵問題——我們有能力打造空間，卻沒有制度承接它的生命。
