隨著大陸旅客來金旅遊人數逐步增加，小三通航線恢復正常運作，金門縣政府觀光處為了解大陸福建地區自由行旅客對金門旅遊環境的實際感受與再訪意願，特別委託金門大學辦理「大陸自由行旅客在金門消費與旅遊動向之調查研究」，藉此掌握旅客消費模式與旅遊趨勢。
觀光處表示，近年金門小三通航線旅運量持續回升，2024年往返人次約達130萬，2025年更突破184萬人次，已恢復至疫情前九成以上水準。其中台籍旅客約占73.77%，大陸及港澳旅客約占24.86%，外籍旅客約1.36%。持旅遊簽證來金的大陸旅客在2025年約達19萬5千餘人，自2024年9月27日恢復福建居民來金旅遊至2026年2月止，累計約26萬5千餘人，其中團客僅約3.88%，自由行則高達96.12%，顯示自由行已成為主流旅遊型態。
研究指出，金門在兩岸旅遊格局中已逐漸由「交通中繼站」轉型為「跨境觀光目的地」。隨著自由行旅客增加，旅遊需求也從單純觀光消費轉向文化體驗與生活探索，在地戰地文化、閩南建築與人文景觀成為主要吸引力，同時帶動餐飲、旅宿與零售產業復甦，包含特色小吃、糕點與在地商品等，逐漸形成具有地方特色的觀光經濟。
縣長陳福海相當重視旅運量與觀光消費趨勢變化，責成觀光處進行相關調查研究，作為未來觀光政策與產業發展的重要參考依據。此外，針對近年熱門的微型電動二輪車租賃，縣府也持續加強交通安全宣導與稽查，並要求業者協助提醒旅客遵守交通規則，確保旅遊安全。
觀光處指出，小三通不僅帶動旅運往來，也成為兩岸民間交流的重要橋樑。未來縣府將持續推動小三通常態化運營，並強化金門觀光行銷，帶動地方觀光產業穩定成長，促進地區經濟與文化的永續發展。
