針對縣府BOT開發案場域內二樓空間疑似出租予業者設立「博弈性質桌遊館」一事，議員董森堡表示，該BOT案原規劃用途具公共利益性質，如今卻傳出承租業者經營具博弈爭議之桌遊館，引發地方質疑。尤其在董事長卸任前完成租賃決策，時機敏感，縣府應釐清是否涉及契約違規或管理疏失。

對此，縣府回應表示，目前已掌握相關情況，將依BOT契約內容及實際營運情形進行審視。若營運項目涉及違反善良風俗或與原核准用途不符，將要求台開公司提出完整說明報告，並視情節採取後續處置。
