佛光山金蓮淨苑於10月10日雙十國慶日在金門大橋舉辦「VEGRUN‧全球復蔬公益健走」活動，由金門佛光童軍團、金門佛光青年分團、國際佛光會金門各分會共同協辦。難得的是立委陳玉珍、縣府參議陳祥麟、金門文化園區管理所所長盧根陣、金寧鄉長楊忠俊、金寧鄉代主席黃文欣帶領金門佛光人及地區民眾逾500人熱情參與活動，透過「歡慶雙十、為幸福而走」號召，將愛國口號化做具體行動，傳遞心保與環保的生活理念。

金門大橋是一座連接金門本島（大金門）與烈嶼（小金門）的跨海大橋，全長約5.4公里，於2022年10月正式通車；金門大橋以高粱穗心造型，成為金門的新地標，並為臺灣第一座深水域的跨海大橋，是台灣公共工程橋樑寫下最長、難度最高的紀錄之一，技術上為新的里程碑。金門大橋此次健走距離亦為5.4公里，大家手上拿國旗揮舞，大橋瞬間成為旗海飄揚的一條巨龍。「你健走，我捐糧」活動每累積10公里，由國際佛光會與綠色公益基金會即捐1公斤米糧予弱勢團體及偏鄉學校。本活動總累積公里數約為2500公里，主辦單位也預計捐出250公斤的米糧，幫助更多的團體與弱勢家庭。

金秋十月，國旗飄揚。為慶祝國慶佳節，傳承愛國精神，金門退役軍人協會聯合退役軍人服務處，組織退役軍人及眷屬近數十人于國慶日開展太武山登山活動，以昂揚姿態共賀中華民國華誕。

活動當日清晨，天微亮，參與者們便身著統一服裝，於06:50準時在太武山腳下集結。雖已霜鬢染白，但退役軍人眼神中依舊飽含堅毅。07:00，隨著出發指令發出，隊伍有序向山頂進發。山間晨霧繚繞，步道旁林木蔥郁，大家相互攙扶、彼此鼓勁，腳步聲與歡笑聲交織成獨特的晨曲，展現出退役軍人“退伍不褪色”的精神風貌。

經過不懈攀登，隊伍順利抵達太武山巔。在“毋忘在莒”石刻前，全體人員肅立合影。據瞭解，“毋忘在莒”承載著“居安思危、不忘初心”的歷史內涵，如今已成為金門軍民銘記歷史、傳承家國情懷的文化象徵。蔡理事長表示，登山登頂象徵著攻堅克難的信念，在國慶日在此合影，既是對過往歲月的致敬，更是對中華民國繁榮昌盛的祝福。

活動尾聲，協會與榮服處還精心準備了熱騰騰的早餐。大家圍坐在一起，分享登山感悟，暢談生活變化，現場氛圍溫馨融洽。此次活動不僅豐富了退役軍人及眷屬的精神文化生活，更凝聚了兩岸同胞共敘家國情懷的向心力，以實際行動詮釋了“同根同源、同心同行”的深厚情感。

114年全國運動會聖火於今日(10月7日)傳遞至金門縣，金門縣政府特選於本縣最著名地標莒光樓前舉行承接儀式，由副縣長李文良代表迎接。此次聖火由雲林縣後埔國小張志明校長領隊的全國運動會聖火隊護送抵達，現場嘉賓包括金門體育會理事長歐陽儀雄、教育處處長黃雅芬、金門縣立體育場組長洪偉鈞等人，共同見證這項榮耀時刻。

雲林縣聖火隊領隊張志明校長表示，此次在莒光樓前承接聖火的儀式，不僅象徵全國運動會聖火順利傳遞，也為金門縣注入體育活力，謹代表張麗善縣長誠摯邀請鼓舞鄉親及選手共同迎接即將展開的競技賽事，也歡迎全國各地好朋友於10月18日前往全新落成啟用的雲林縣立田徑場，共同參加114年全國運動會開幕典禮，以運動連結彼此、以友誼擁抱台灣。

114年全國運動會金門縣代表隊分別參加籃球、羽球、桌球、網球、田徑、射擊、體操、游泳、舉重、跆拳道、鐵人三項共11項競賽，參賽隊職員共計99人。

114年10月1日晚間金湖派出所接獲轄內統一超商通報，稱有民眾至超商欲使用機台操作購買高額遊戲點數，疑似遭詐騙情形，超商店員遂通報轄區員警到場協助攔阻及組詐。

金湖分局長王貞惠表示，面對網路上多樣交友訊息或短訊，一定要秉持多看、多聽、多查證以辨明真偽(金湖分局提供)

金湖所立即由所長郭益銘帶領同仁到場了解關心，經了解為辛姓男子表示於網路上看到可以交友的訊息，於是透過連結加入對方的通訊軟體Telegram的好友並與對方連繫，過程中聽從指示前往超商購買價值新臺幣5仟元整共6筆之遊戲點數，總值3萬元，經到場警方苦口婆心的溝通，辛男取消購買行為，並將請辛男加入165 LINE官方帳號，進行防詐宣導。

金湖分局長王貞惠表示，面對網路上多樣交友訊息或短訊，一定要秉持多看、多聽、多查證以辨明真偽，若有疑慮即應多方查證，撥打165反詐騙專線或110報案專線查證，以防被騙。

為提升弱勢族群居家消防安全，金門縣消防局於114年10月5日上午9時，舉辦「民間團體協助安裝住警器」誓師活動，邀請精忠衛隊及第三士官學校校友會協助安裝住宅用火災警報器。活動由消防局局長呂英華與議員王國代共同主持，消防局副局長陳國瑋及多位消防同仁、民間團體代表共20餘人參與。

此次活動由王國代議員主動發起，表達對弱勢族群的關懷。王議員率領精忠衛隊及第三士校校友會積極投入「主動出擊、到府安裝」行動，協助行動不便或獨居長者安裝住警器，展現濃厚公益熱忱。呂局長感謝王議員及民間團體的熱心協助，強調「取之社會、用之於社會」的理念，攜手注入社會正向能量，推動社區防災安全。

自民國98年起，金門消防局即推動住警器到府安裝服務，截至113年，全縣住警器普及率已達99.85%。近三年於火災現場觸發住警器達11件，均成功及早警示，避免人命傷亡，顯示住警器功能有效，保障民眾生命財產安全。

內政部於99年12月發布「住宅用火災警報器設置辦法」，要求新建住宅依法設置住警器，並對弱勢族群提供補助。金門消防局則針對行動不便及避難弱勢主動到府安裝，以確保他們在火災初期可獲得及時預警，保障生命安全。去年即為縣內162戶獨居老人安裝住警器，強化社區安全網。

呂英華局長表示：「警力有限、民力無窮」，藉由民間團體加入合作，有效彌補人力不足，提升防災韌性。縣府秉持「勤政親民」施政理念，特別關注長者及弱勢族群的生活安全，將持續推動相關安裝服務，落實守護每一位縣民的消防安全。

為發揮企業社會責任，持續關懷在地弱勢族群，昇恆昌股份有限公司再次展現企業善心，於10月3日捐贈一批中元普渡民生物資予金門縣政府社會處金湖社會福利服務中心。捐贈儀式上，昇恆昌金湖廣場經理劉雅均、業務經理蕭碧蓮及總務課長張偉仲代表出席，金門縣政府由社會處副處長王智育代表受贈，並致贈感謝狀以表達誠摯謝意。

王智育副處長特別感謝昇恆昌長期與縣府攜手推動社會福利服務，展現對弱勢族群持續關懷與支持。昇恆昌已連續四年捐贈中元普渡物資，今年提供的物資包含白米、麵食、食用油、罐頭等多項家庭基本生活用品，內容豐富且實用。物資將由金湖社會福利服務中心統籌規劃，並由社工依實際需求評估後，陸續發放至約40戶脆弱家庭，實質減輕其生活壓力與物資缺乏問題，發揮最大效益。

除了中元普渡物資外，昇恆昌每月也固定捐贈兩批新鮮水果予金湖社會福利服務中心，讓金東地區脆弱家庭中的兒童與青少年能穩定攝取原型水果及膳食纖維，促進身心健康發展，成為社福資源的重要補充與延伸。

社會處表示，昇恆昌長期深耕公益，不僅積極關懷弱勢及支援急難救助，更以實際行動傳遞溫暖與希望。此次捐贈提升了資源整合與運用效率，有效擴大社會支持網絡，使善的循環持續在金門延續，為地方注入正向能量，讓更多有需要的家庭及時獲得適切協助。

為推動志願服務邁向永續發展，並呼應聯合國訂定的2026國際永續發展志工年，金門縣積極響應，於114年9月19日在社會福利館第一會議室，委託金門縣公益事務促進會舉辦「志願服務永續發展」專題課程。課程特別邀請宜蘭社區培力育成中心黃琇蓉主任主講，以「志願服務永續發展、人力資本與組織經營」為主題，透過活潑互動方式，帶領學員深入了解志願服務與永續發展的緊密關係，並思考未來志工服務的可能性與規劃。

黃主任以豐富的實務經驗及案例分享，說明在變動快速的社會環境中，如何持續發揮志願服務的影響力。課程強調志工作為組織中最重要的人力資本，分享提升團隊效能與組織經營的具體策略。學員們透過交流與討論，獲得啟發，建立更完整的服務視野。

此次課程銜接先前的志願服務教育訓練，深入探討組織經營、團隊發展及志願服務的長遠規劃，注重專業深化與視野拓展。課程內容還著重於志工管理與承辦單位的協作，協助承辦人員學習如何整合資源、培育核心志工，並建立穩固的組織文化，有效降低人力流動影響，提升團隊凝聚力與服務品質，為志願服務的永續經營奠定基礎。

金門縣社會處表示，推動志願服務過程中持續關注志工的專業成長與需求，期望透過各項活動注入新能量，使志願服務深根在地並發揮更大影響力。縣府同時呼籲2026年志願服務的核心議題，包括跨世代合作、數位工具應用及在地資源整合，持續打造具韌性與創新的志願服務環境。未來將規劃更多元的訓練與交流平台，協助志工與社區共同成長，迎接更具前瞻性的志願服務新局。

為強化縣府及所屬機關同仁對性別平等議題的認識，並推動性別友善職場環境，金門縣政府攜手行政院公務人力發展中心，於10月2日共同舉辦「政策傳達與民主價值研習（金門場次）」，參與對象涵蓋縣府各局處及中央駐金單位人員。透過專題演講與案例解析，提升公部門對性別平等政策的理解與實務落實能力。

本次研習分為上午與下午兩場，主題聚焦於申訴案件處理實務及性騷擾防治制度，兼具法制面向與實務操作。專家學者以豐富經驗分享，協助公務人員建立完整的性別平等意識。

上午場由國立金門大學社會工作學系副教授南玉芬主講「性別平等申訴案件處理實務」。南副教授結合多年地方政府性別平等委員會及司法調查經驗，深入解析性騷擾定義、樣態及相關法規，並以實例說明法律適用。課程強調雇主及機關應即時採取糾正措施，並提醒同仁自我檢視行為，避免成為加害人。

下午場由國立金門大學海洋與邊境管理學系副教授江念慈主講「性平三法修法—打造有效、友善、可信賴的性騷防治制度」。江副教授透過互動引導學員思考日常職場語言與互動中的性騷擾風險，解說2024年3月施行的《性騷擾防治法》、《性別平等工作法》及《性別平等教育法》修正重點，特別強調對「權勢性騷擾」的嚴格認定及機關組織責任。

金門縣政府人事處表示，隨著社會性別平權意識提升，公務機關須成為示範典範，積極推動友善安全職場文化。此次研習不僅傳達最新政策與法規修訂，也提醒同仁以敏感且正確態度處理性別事件，避免二度傷害。

縣府強調，未來將持續與中央合作，辦理多元研習與訓練，透過制度建構與教育推廣，讓「性別平等」從口號化為日常行政與人際互動的具體實踐，逐步營造尊重、多元與安全的公共環境。

2025年10月1日，隨著大陸十一長假正式展開，金門成為福建居民熱門旅遊目的地，展現金廈泉「一日旅遊圈」交流熱度，為金門觀光市場注入活絡動能。

截至2025年9月底，金門透過小三通入出境旅客已突破133萬人次，較2024年同期增加近50萬，年增率達37.6%，已超越2024年全年1,302,366人次入出境紀錄。10月1日當日，小三通入出境旅客總數達5,274人次，其中入境人數4,272人次，超越5月1日長假人潮。上午時段，通關大廳湧現大量旅客，市區街道呈現熱鬧景象，促進在地商業繁榮。

縣府觀光處指出，自2024年9月底大陸開放福建居民辦理赴金旅遊簽注後，大陸旅客持續攀升，疫後自由行已成主流，佔整體大陸旅客97%。截至2025年9月底，累計旅遊簽入境大陸旅客逾19萬人次，預估十一長假將突破20萬人次大關，顯示自由行趨勢日益穩固。

秉持陳福海縣長「友善觀光」理念，縣府提前協調加開船班與強化稽查，透過多場協調會議加強交通安全宣導，並於通關碼頭、船舶發放旅遊安全宣導資料。觀光處也啟動大陸自由行旅客消費與旅遊動向調查，持續優化服務。

此外，金門將於近期舉辦「金門島嶼生活節」，結合道地美食、文創商品與中秋博餅活動，豐富長假旅遊體驗。

未來，縣府將推動「活動＋主題旅遊＋體驗」複合觀光模式，提升旅客停留時間與消費力，強化觀光產業韌性，並串聯在地特色產業，拓展兩岸及國際客源，促進金門觀光永續發展。
