金湖社福中心職場哺集乳室連續3年榮獲特優獎 打造友善溫馨哺育環境獲肯定

為提升公共場所及職場對哺乳媽媽之友善環境，金門縣政府持續辦理「職場親善哺（集）乳室競賽活動」。金湖社會福利服務中心經衛生局邀請專家進行實地評核，憑藉完善規劃與細緻用心的設計，已**連續3年榮獲「特優獎」**肯定，展現縣府推動友善育兒環境的具體成果。

社會處長王茲繐及社會救助及社工科林奕汝代理科長日前前往金湖社會福利服務中心頒獎，肯定中心致力打造安全、溫馨且貼心的哺集乳空間，讓哺乳媽媽能安心使用、舒適哺育。

王茲繐表示，金湖社福中心在設置哺集乳室時，充分考量使用者實際需求與使用感受，打造寬敞明亮的空間，並配置舒適沙發椅及哺乳枕，提升哺乳時的便利與舒適度。尿布台採直式設計，讓家長更換尿布更加順手，並加裝安全扣環，防止嬰幼兒意外摔落；洗手台貼心提供冷、熱水設備，讓家長於冬季清洗時也不感寒冷。

此外，哺集乳室內搭配播放寶寶安撫音樂，並設置空氣清淨機，提升整體空間品質；同時規劃「扎根0歲教育專區」，提供相關書籍及嬰幼兒玩具，營造友善育兒與早期教育並重的環境。中心亦設置QR Code滿意度回饋機制，蒐集使用者意見，作為持續精進設備與管理的重要依據，這也是哺集乳室能夠連續3年榮獲特優獎的重要關鍵。

金湖社會福利服務中心設置於金湖衛生行政大樓2樓，現有1名社工督導及7名社工，提供社會福利諮詢及脆弱家庭個案管理服務，成為東半島地區民眾就近獲得社福資源的重要服務窗口，減輕往返金城洽公的不便。

金門縣「文物保存與典藏管理人才培訓課程」圓滿落幕 推動博物館保存能量再升級

為強化金門縣博物館及地方文化館在文物保存與典藏管理方面的專業能量，文化部補助金門縣文化局，並由國立臺灣師範大學執行「114年金門縣博物館與地方文化館運籌機制計畫」，於114年12月30日上午假金門縣文化園區博學館一樓訓練教室，辦理「文物保存與典藏管理人才培訓課程」，課程圓滿完成。

本次課程獲得消防局、社區關懷據點志工、金門歷史民俗博物館、烈嶼鄉文化館、西園鹽場等單位人員踴躍參與，現場約有23名學員到場，討論互動熱烈。文化資產管理研究所所長盧根陣亦蒞臨致詞勉勵，肯定本次課程對提升地方文物保存專業的實質助益。

課程特別邀請鴻禧美術館廖桂英館長擔任講師，從館藏建立流程切入，深入分享典藏形成、收藏分類、藏品入藏手續、文物分級判定及典藏制度架構建立等核心實務內容，並透過實際案例解析，引導學員理解文物保存與管理的整體流程思維。課程中亦搭配實作照片，示範正確提拿與移動文物方式，提醒第一線人員在文物展示與維護過程中的關鍵操作細節，讓參與學員收穫豐富。

金門歷史民俗博物館及各地方文化館典藏內容多元，涵蓋歷史文獻、器物、民俗用品、產業與僑鄉相關藏品、戰地文物及民間捐贈藏品等，承載地方集體記憶與生活軌跡，亦反映金門與海外鄉僑交流的重要歷史脈絡。隨著典藏數量逐年增加，新入藏品的保存檢視、捐贈文物的分類分級、建檔流程、庫房環境控管、出入管理制度及展覽移運操作等工作，皆亟需持續強化與制度化落實，因此，文物典藏保存與展示維護之實務導向人才培訓，更顯其重要性與迫切性。

文化局表示，透過本次培訓課程，期能逐步強化本縣博物館與地方文化館在文物典藏保存、維護紀錄、庫房管理及環境監測等制度的落實，讓典藏保存工作成為館舍日常營運的重要一環，全面提升本縣典藏維護量能。未來也將持續與運籌執行團隊合作推動相關培力課程，並加強輔導各館舍落實典藏保存環境與數位管理機制，為文物永續保存奠定穩固基礎，讓珍貴的金門文化資產得以世代典藏、持續傳承。

2025年小三通往返人數攀升 全年突破184萬人次　恢復疫情前九成水準

根據最新統計資料顯示，2025年金廈泉小三通航線全年累計往返人數突破184萬人次，較2024年同期明顯成長；相較2019年小三通全年往返約196萬人次，已回復至疫情前高峰的九成以上水準，顯示小三通人流已穩健回溫，持續展現成長動能。

金廈泉小三通航線在金門縣政府與各界積極爭取推動下，自2023年1月7日於陳福海縣長任內恢復通航，並逐步促成航班增班及旅遊政策放寬，迄今近3年、逾一千個日子，小三通人流始終維持穩定成長趨勢。

目前金廈泉小三通航線每日維持28班次運作（廈門24班、泉州4班），每日平均通關量約落在5,000至6,000人次。2025年全年入出境人數中，台籍旅客約佔73.76%，大陸及港澳籍旅客約佔24.88%，外籍旅客則約佔1.36%。

其中，持旅遊簽證前來金門的大陸旅客，2025年全年約達19萬餘人次；若自2024年9月27日恢復大陸福建居民來金旅遊起計算，累計來金旅客約23萬6千餘人次，其中團客僅佔4.33%，自由行旅客高達95.67%，顯示旅遊型態已明顯轉變。

縣府委託研究亦指出，2025年金門旅遊市場的旅客結構，已由疫情前以團客為主的模式，逐步轉型為以自由行、深度旅遊與自主規劃為主的新型態。研究顯示，來金旅客對在地自然景觀、閩南聚落、文化導覽及體驗在地生活型行程的興趣明顯提升，這也反映縣府觀光處近年積極推動「文化＋觀光」、「體驗＋觀光」等複合式旅遊策略，已逐步展現成效。

縣府指出，小三通旅運量的持續攀升，不僅為地方觀光產業注入實質動能，也再次凸顯金門作為兩岸交流前線與重要樞紐的角色。「小三通是一座連結民間互動的橋樑，旅客流量的增加，代表跨境社會信任正在逐步恢復，並為金門長期的經濟與文化發展提供穩定支撐。」

展望未來，縣府表示，將在既有基礎上，持續全力推動小三通機制，朝向更健康、有序的兩岸交流發展。陳福海縣長也指出：「金門作為兩岸最穩定的民間交流節點，其重要性不只是回到過去，而是正邁向更高層次的跨境交流與合作。」

115年度交通圖書券特約商店 即日起受理登記至1月16日止

金門縣政府公告受理115年度金門縣交通圖書券特約商店登記及簽（換）約作業，自115年1月5日起至1月16日止受理申請，逾期不予受理。凡營業地點設於金門縣內，且符合資格之合法文教、樂器、育樂用品業、短期補習班業及兒童課後照顧服務業之公司或行號，均可於受理期間內提出申請，成為交通圖書券特約商店。

縣府產業發展處表示，由於每年公告受理登記時間不一，為避免業者因未及申請而影響整年度受理交通圖書券之權益，提醒114年度已完成簽約之公司或行號，如仍符合營業資格（未歇業、停業，且營業項目未異動不符規定），請務必於本次公告期間內辦理換約作業，以利簡化審查流程並加速作業時程。

依據「金門縣學生交通圖書券補貼實施辦法」，本次受理重點說明如下：

一、目的及資格

為落實照顧學生政策、擴大學習領域並減輕家庭負擔，受理營業地點設於金門縣內之合法文教、樂器、育樂用品業、短期補習班業及兒童課後照顧服務業公司或行號，申請簽約為本縣交通圖書券特約商店。

二、約定內容

特約商店得依規定，受理持有115年度金門縣學生交通圖書券之學生購買相關文教、學習及育樂服務項目，並依票面金額辦理價款補貼。相關補貼規定與細節，請至縣府產業發展處全球資訊網「最新消息」專區查詢。

三、受理時間及地點

• 受理期間：115年1月5日至1月16日（上班時間）

• 受理地點：金門縣政府產業發展處工商及投資發展科（1樓櫃檯）

四、換約提醒

114年度已登記之公司或行號即為符合資格之廠商，請於公告期間內至指定地點辦理換約作業。

   （可至「全國商工行政服務入口網」下載列印）

六、注意事項

申請廠商應詳閱特約商店契約書內容，並確實遵守相關查核及罰則規定；特約商店名冊將函送稅捐稽徵機關進行查核。

產業發展處補充說明，115年度交通圖書券特約商店委託期間自115年3月1日起至116年2月28日止。特約商店於辦理學生購買圖書、文具或相關服務之價款補貼時，應查驗學生身分證、戶口名簿等身分證明文件，確認與交通圖書券使用人一致後，始得依票面金額辦理折抵。

「在手作中・療癒自己」自我照顧團體 陪伴照顧者在創作中找回身心能量

金門縣金湖社會福利服務中心於日前（12月27日）辦理「在手作中・療癒自己—自我照顧團體」，活動圓滿完成。透過身心覺察、正念引導及創作性手作體驗，陪伴家庭照顧者及有情緒支持需求之民眾，在溫暖且安全的團體氛圍中，學習照顧自己、調節情緒，為繁忙與壓力交織的生活按下暫停鍵。

金湖社福中心表示，依據脆弱家庭服務經驗，家庭支持系統的變動與成員在長期生活壓力下的身心脆弱性，皆為服務的重要關注焦點。許多家庭照顧者長期承擔照顧責任，往往將自身需求置於最後，導致身心疲憊與情緒累積，進而影響家庭互動與整體生活品質。為回應服務家庭的實際需求、降低家庭脆弱風險，特別規劃本次以「自我照顧」為主軸的支持性團體。

本次團體共有12名家庭照顧者參與，中心同時提供12歲以下兒童陪伴服務，並開放中心空間，供身心障礙者及長者暫時休憩使用。活動期間共計受托兒童14名，其中七歲以上與七歲以下各7名，由陪伴照顧人員偕同志工分組帶領，除提供益智玩具活動外，也協助安撫兒童情緒，妥善運用中心場館空間，提供安全、穩定的實質托顧支持，讓照顧者能安心參與團體活動。

本次團體由具多年心理諮商及團體工作經驗之諮商心理師林雅芬擔任帶領，並由中心社工、社工助理、志工及陪伴照顧人員共同協力完成。團體課程規劃包含「我和我親愛的身體」、「自我照顧法寶」、「自我激勵」及「完整的我」等主題，結合身體覺察引導、正念練習與多項手作創作活動，如正念星星之花、石膏手模及襪娃製作等，引導成員在創作歷程中表達內在感受，將抽象的情緒轉化為具體可見的作品，作為日後提醒自己持續實踐自我照顧的重要象徵。

金采門耀 2026・喜納滿城——金門跨年晚會明晚登場

「2026金門跨年晚會」將於2025年12月31日晚間在金城鎮莒光共融公園盛大登場。今年晚會以 「金采門耀 2026・喜納滿城」 為主題，結合音樂演出、燈光視覺、璀璨煙火及在地文化元素，打造最具金門特色的年度跨年盛事，邀請鄉親與遊客一同倒數迎接嶄新的一年。

本次跨年晚會由梁赫群與黃沐妍共同主持，演出卡司陣容堅強、星光熠熠，包含 Matzka、柯有倫、詹雅雯、閻奕格、李浩瑋、AKB48 Team TP、江志豐、ELL&S、MOMO家族（水晶姐姐、泡芙姐姐）、TrueLive真實樂團、KDC金門流行舞蹈團，以及在地團隊 金防部擎天樂團、金寧中小學寧鼓隊、Candy一顆糖 等輪番登台，帶來精彩多元的跨年演出。

跨年夜重頭戲將於午夜時分，在金城石雕公園施放10分鐘高空煙火秀，以絢爛煙火點亮夜空，陪伴現場民眾齊聲倒數，共迎2026年的到來。

交通與管制資訊

• 活動交通管制時段：
  12月31日16:00起至翌日01:00止，莒光共融公園周邊道路將分時段實施交通管制。

• 煙火施放交通管制時段：
  23:50至00:20，管制範圍為西海路三段轉石雕公園至轉彎處，以及夏墅地名碑往下墅25號前路口。

停車規劃

• 汽車停車場：
  金門縣立體育館後方廣場、浯江北堤路公有停車場、金城國中體育館前廣場、西海路三段香蓮廟前方雙向道路。

• 汽車順向單邊停放：
  浯江北堤路（體育館往游泳池方向、體育館往警察局方向）、莒光共融公園停車場左轉賢城路至環島西路一段止。

• 汽車雙邊停放：
  莒光共融公園停車場右轉道路至西海路三段路口。

• 機車停車場：
  金門縣浯江老人會前、莒光共融公園內（現場設有指示牌）。

• 長官貴賓停車場：
  莒光共融公園停車場。

接駁服務

活動結束後，將提供前往金湖鎮、金沙鎮、烈嶼鄉的接駁車各一輛，並於00:50準時發車，協助民眾順利返程。

安全與動線規劃

會場周邊將實施人車分流，設置明確人行動線及緊急救護通道，確保活動期間人潮安全。也呼籲民眾遵守交通管制措施，並配合現場工作人員引導，共同維護活動秩序。

• 摸彩券及加油棒將於晚間18:30起於現場發放，數量有限，請民眾提早入場領取。

• 活動將於12月31日18:30正式開始，建議民眾提早抵達會場，以免向隅。

金門首次「金省電電器展售會」圓滿落幕 節能家電汰舊換新成效顯著

金門縣政府推動節電政策再創新里程碑，114年首度辦理的「2025金省電節能電器聯合展售會」已於12月23日圓滿落幕。本次活動以「住宅節能降溫」為主軸，規劃「節電」、「隔熱」及「趣味宣導」三大主題展區，透過多元展示與互動體驗，向民眾推廣正確節能觀念。

活動期間吸引大量鄉親踴躍參與，現場人潮絡繹不絕，獲得民眾高度肯定與支持，不僅成功深化節能理念，更實際帶動節能家電汰舊換新，展現金門縣推動深度節能政策的具體成果。

本次展售會集結多家在地優質家電品牌業者，以及隔熱窗簾、隔熱膜等相關廠商，主打高效率、低耗能節能產品，活動總銷售金額突破新臺幣250萬元，成果亮眼。短短4天即售出一級能效冷氣12台、一級能效冰箱24台，另包含一級能效電熱水瓶2台、金級省水洗衣機17台、熱泵乾衣機1台、熱泵熱水器2台、DC直流變頻電風扇7台、一級能效除濕機12台及LED燈泡等多項節能產品，顯示民眾對高能效家電的認知與購買意願持續提升。

依據工研院「家庭用電資訊百科」資料顯示，將傳統老舊家電汰換為一級能效及高效率設備後，每台冷氣約可節省732度電、每台冰箱約可節省526度電。本次展售會帶動的家電汰換，預估每年可節省約2.1萬度用電量，減少超過10,147公斤二氧化碳排放，對降低家庭用電負擔及推動地方節能減碳具有實質助益。

產業發展處李銘培處長表示，本次節能家電展售會為金門首次整合在地家電業者與節能政策宣導的創新作法，特別感謝台電公司金門區營業處及工研院住商節能推動室到場協助推廣，透過產官學研攜手合作，讓民眾在現場能夠「看得到、買得到、用得到」，使深度節能與設備效能提升不再只是政策口號，而是實際落實於日常生活。

縣府同時推動「空調設備清洗補助」措施，凡符合資格者，每案可補助新臺幣1,500元，申請受理至115年2月27日止，經費用罄即停止受理，歡迎民眾踴躍申請。相關資訊可洽住商節電專案辦公室（電話：082-321635）。

金門縣路邊停車收費升級「自動扣款」功能115年1月1日正式上線

為落實陳福海縣長「友善旅遊、智慧交通」政策，金門縣政府觀光處持續推動智慧停車服務升級，提升縣民及旅客停車繳費便利性。經要求路邊停車收費廠商國雲科技股份有限公司進行系統加值，金門縣路邊停車收費將於115年1月1日起，正式啟用「自動扣款」功能。

觀光處表示，除既有的繳費機、超商繳費、Line Pay、台灣Pay等方式外，新上線的自動扣款服務，將進一步簡化繳費流程。民眾只需事先綁定車牌與信用卡或電子支付工具，於離開停車格後，系統即會在開立停車繳費單的隔日自動完成扣款，免除前往超商或掃描條碼繳費的繁瑣程序。

值得一提的是，此項服務為離島地區超前部署的智慧便民措施，目前除六都外，全台已有七個縣市陸續導入，顯示金門在智慧停車建設上已與全國接軌，並走在科技便民服務的前端。

適用範圍

自動扣款功能將優先於金門縣現行路邊停車收費區域啟用，包括：

• 金湖鎮：林森路、臺灣銀行前、新市里籃球場前

• 金城鎮：民生路、中興路、鳳翔新莊、北堤路、民權路

• 金寧鄉：金寧轉運站（板塊牛排旁）

未來將隨路邊收費區域擴展，逐步推廣至更多地點。

操作方式說明

民眾可依以下步驟設定自動扣款服務：

1. 掃描 QR Code 進入「uTagGo 綁定停車自動扣繳」設定頁面。

2. 選擇車輛類型，輸入車牌號碼及手機號碼登入。

3. 確認車牌資料後，選擇扣款方式（信用卡或電子支付），並同意相關條款。

4. 提交設定並收到綁定成功通知後，即可啟用自動扣款服務。

啟用後，系統將於停車繳費單開立隔日自動代扣停車費，民眾無須再擔心忘記繳費。

防詐騙提醒

金門縣政府提醒，民眾務必透過官方指定管道進行綁定操作，妥善保管個人資料。近期已有不法人士假冒停車繳費名義發送詐騙簡訊或電子郵件，請勿點擊不明連結。另特別提醒，停車費未繳納不會透過簡訊或電子郵件通知，所有繳費行為皆須透過官方系統完成。

金門縣政府於本(114)年26日下午假縣府第一會議室召開「身心障礙者權益保障推動小組114年度第2次會議」，由副縣長李文良主持。本次會議因部分委員隨職進退任，於會議中新任委員並於會中頒發聘書，新聘委員包括社會處處長王茲繐、衛生局代理局長李金治，本次會議除頒發新任委員聘書；同時頒發113年10月1日至114年9月30日採購庇護工場產品評比優勝機關，第一名為金門縣公共車船管理處、第二名金門縣金寧鄉公所、第三名金門酒廠實業股份有限公司。社會處並說明本縣目前設有2家庇護工場，分別提供清潔服務及烘焙、零售與代工等多元項目，鼓勵各級機關及民眾踴躍採購支持，以實際行動促進身心障礙者就業。

會中除審視各項身心障礙福利業務執行情形外，也具體呈現縣府落實《身心障礙者權利公約》（CRPD）之推動成果。(社會處提供)
